A young child was recently attacked by a bull mastiff in Washington County in the State of Oregon. The Washington County District Attorney’s Office or the “DA” has now announced that there will no criminal charges filed. The two second rule is measured by watching the car ahead of you pass a certain standing object. As the car’s bumper passes that object begin to count seconds and if it takes two seconds or more for you to pass that object then it’s a safe distance between you and the car in front of you.
